Good Governance a Prerequisite for Development

PRESIDENT Mamnoon Hussain has once again emphasised that good governance is foremost for national prosperity and stressed for raising awareness against corruption in the society. Addressing a dialogue to promote good governance for national development, the President said that without accountability a nation can not prosper.

Good governance and sustainable development are indivisible. Without good governance no amount of funding can set a country on the path of development. There is a broad consensus among growth economists, development experts and international policy makers that good governance is a pre-requisite to sustained increases in living standards. Efficient state institutions are important for the achievement of development policy goals. Administrative structures which fulfil their duty of accountability to the people improve government services, reduce corruption and thus sustainably improve the investment climate. It is satisfying that National Accountability Bureau (NAB) under Mr Qamar Zaman Chaudhry is laying emphasis for creating awareness among the people about the disease of corruption which is prevalent in every government department in one form or the other. At this point of time when Pakistan is all set to make new strides and a new turn is visible, the words of wisdom by the President need to be given very serious consideration. In addition to awareness against corruption, it is necessary to change the mindset at every level if we are to compete in the fast developing world. For this, two things are necessary i.e. projects put into execution must be completed speedily without allowing unnecessary hitches created by vested interests and the culture of commission, kickbacks and corruption must be done away with through strong mechanism of accountability. We may say that NAB nabbed big fish involved in corruption like the former OGRA chief but unfortunately after initial hype in the media, their cases have been put in the cold storage for reasons best known to the concerned authorities. As President Mamnoon Hussain has stated good governance is key to development and we would stress that it should not be an isolated function and NAB should explore all options to further boost its awareness campaign and inspire the people to say “No” to corruption, and it will be a Jehad against corruption.
